Nigeria Passport Photo -- NIS Requirements Explained

Nigeria rolled out its enhanced e-passport in 2024 through the Nigerian Immigration Service (NIS), replacing the older ECOWAS biometric passport with a polycarbonate data page and upgraded security features. Along with the new passport came stricter photo requirements and an entirely digital application workflow through the NIS online portal. Every applicant -- whether applying fresh or renewing -- now uploads a digital photo as part of the online application before visiting an NIS office for biometric capture.

What makes Nigeria's process slightly different from most countries is that the NIS office itself captures a second photo during your in-person appointment using their own biometric camera station. Your uploaded photo serves as identification and initial screening, while the office-captured photo becomes the one printed in your passport. Both photos must be compliant, but the uploaded one is where most rejections happen, often days before the applicant even gets their appointment slot.

NIS Photo Specifications

Dimensions:

  • 35 x 45 mm for printed photos
  • Digital upload: JPEG format, minimum 600 x 600 pixels, maximum 5 MB file size
  • 413 x 531 pixels at 300 DPI if printing

Background:

  • Plain white -- NIS is strict about this. Off-white, cream, light gray, and light blue backgrounds are all rejected
  • No shadows, gradients, or visible wall texture
  • No objects, furniture, or other people visible

Face position and expression:

  • Neutral expression with mouth closed and both eyes open
  • Face centered in the frame, looking directly at the camera
  • Full face visible -- forehead to chin, both ears visible (unless covered by religious headwear)
  • Head must occupy approximately 70-80% of the photo height

Head coverings:

  • Religious head coverings (hijab, kufi) are allowed for Muslim applicants
  • The full face must remain visible from forehead to chin
  • Traditional head wraps (gele, fila) are not permitted unless worn for documented religious reasons
  • No caps, berets, or fashion headwear

Glasses:

  • Strongly discouraged. Remove glasses unless medically necessary
  • If worn, no tinted lenses, no glare, no thick frames obscuring the eyes
  • The NIS officer may ask you to remove them at the office regardless of your uploaded photo

Recency: Taken within the last 3 months.

NIN vs Passport Photo -- Know the Difference

Your National Identification Number (NIN) enrollment at NIMC (National Identity Management Commission) involves a photo capture at the NIMC center -- you do not bring your own. That NIN photo is stored in NIMC's database and printed on your national ID slip. It has nothing to do with your passport photo. You cannot download your NIN photo and use it for your passport application, and even if you could, the specifications differ: NIN enrollment captures are taken against a variable background depending on the center, while NIS requires strict white.

Applicants frequently confuse the two because both are government ID photos, but they are processed by entirely different agencies with separate standards.

Taking Your Nigerian Passport Photo at Home

Camera: Use any smartphone manufactured after 2018. Switch to the rear camera -- front cameras distort facial proportions at close range. Set resolution to the highest available. Have another person take the photo rather than using a selfie stick or timer, as NIS screens for the kind of slight angle that self-portraits produce.

Background: A clean white wall is ideal. In Lagos, Abuja, and other Nigerian cities where wall paint colors vary widely, a white bedsheet or white poster board taped to the wall behind you is the reliable option. Iron the sheet flat -- wrinkles create visible texture that the NIS system may flag. Stand at least 20 cm from the background to avoid casting shadows.

Lighting: Nigerian natural light is excellent for passport photos. Position yourself near a window during daytime, facing the light. Avoid taking photos in direct sunlight, which creates harsh shadows and blown-out highlights. If taking the photo in the evening, use two bright LED bulbs on either side of the camera at eye level. Do not rely on a single overhead bulb -- the under-eye shadows will cause rejection.

Clothing: Wear clothing that contrasts with white. A dark-colored top works best. Avoid white agbada, white shirts, or any light-colored clothing that blends into the background.

Where to Get Passport Photos in Nigeria

  • Photo studios near NIS offices -- Every NIS state command and zonal office (Ikoyi in Lagos, Apo in Abuja, Alausa in Ikeja, GRA in Port Harcourt) has multiple photo studios within a few minutes' walk. Studio operators near NIS offices deal with passport photos daily and know the current specs. Expect to pay NGN 1,000-3,000 depending on the city and studio quality.
  • Ikoyi Passport Office vicinity (Lagos) -- The passport office on Awolowo Road has the highest volume in the country. Studios along Awolowo Road and Falomo charge NGN 2,000-3,000 and generally produce compliant results because they see the highest rejection feedback rate.
  • Abuja NIS Headquarters area -- Studios around the NIS headquarters and the Apo office cater to applicants. Pricing is similar to Lagos.
  • Shopping mall photo booths -- Some malls in Lagos (The Palms, Ikeja City Mall) and Abuja (Jabi Lake Mall) have automated photo booths. Quality is hit-or-miss with these -- the lighting may be uneven and the background not pure enough white.

Diaspora Passport Renewal

Nigerians abroad renewing their passports at embassies and consulates follow the same 35x45mm white-background photo requirements. Start your application at the NIS passport application portal. The Nigerian missions in London, New York, Johannesburg, Dubai, and other cities accept either printed photos or digital uploads depending on their local process. Some missions have on-site photo capture (similar to NIS offices in Nigeria), while others require you to bring your own photos. Check with your specific mission before your appointment.

Diaspora applicants in the US should note that the Nigerian passport photo (35x45mm, white background) is different from the American passport photo (51x51mm, white background). A US passport photo cannot be used for a Nigerian passport application even though the background color matches.

Children Under 16

Children require their own passport. A letter of consent from both parents (or the legal guardian) must accompany the application, and at least one parent must be present at the NIS office. The child's photo follows the same 35x45mm white-background specs as adults. For infants, photograph the child lying on a plain white surface, shooting from directly above. No parent, hand, or toy should be visible. Both eyes should be open, but NIS allows some flexibility for babies under 6 months.

Children between 1 and 5 years old must have both eyes open and mouth closed. Getting a toddler to sit still for this is the hardest part of the entire passport process -- have the photo ready before you arrive at the NIS office, because taking it in the waiting room with its gray walls and fluorescent lighting will not produce a compliant result.

Common NIS Rejections

  1. Background not pure white -- This is the leading cause of digital upload rejection. Photos taken against off-white walls, cream-colored backgrounds, or walls with visible paint texture get flagged immediately.
  2. Photo uploaded in wrong format or too low resolution -- The portal requires JPEG. PNG, HEIC, and other formats are not accepted. Resolution below 600x600 pixels triggers automatic rejection.
  3. Shadows on the face or background -- Single-bulb overhead lighting is the usual cause. The NIS screening system is specifically tuned to detect under-eye and under-nose shadows.
  4. Glasses worn -- Even clear prescription glasses are flagged. Remove them for the photo.
  5. Beauty filters or retouching -- Phone cameras with automatic beauty mode enabled produce subtly smoothed skin that the biometric system flags. Disable all filters and shoot in standard photo mode.
  6. Non-religious headwear -- Traditional headwear like gele (women) or fila (men) that is not worn for religious purposes will be rejected.

If your uploaded photo is rejected, the NIS portal allows resubmission. You do not need to restart the entire application. However, repeated rejections may delay your appointment scheduling.

Frequently Asked Questions

Q: Does NIS take my passport photo at the office? A: Yes. NIS captures a biometric photo at the office during your appointment. However, you must also upload a compliant photo during the online application process before your appointment. Both photos must meet the white-background 35x45mm specifications.

Q: How much do passport photos cost near NIS offices? A: Studios near NIS offices typically charge NGN 1,000-3,000. Studios closer to high-volume offices (Ikoyi, Alausa) tend to be at the higher end.

Q: Can I use my NIN photo for my passport application? A: No. NIN photos are captured at NIMC centers with variable backgrounds and are stored in their system. Passport photos require a white background and must be separately taken.

Q: What photo format does the NIS online portal accept? A: JPEG only, minimum 600x600 pixels, maximum 5 MB file size. See the NIS passport application page for full upload guidelines. Our tool exports in the exact format required.

Q: Are there state-specific differences in NIS photo requirements? A: The photo specifications are nationally uniform. However, some state commands may have older screening equipment that is less strict, while the Ikoyi and Abuja offices use the latest biometric screening and enforce every detail.

Q: Can I wear my gele in my passport photo? A: Only if it is worn for religious reasons. Traditional or fashion headwear is not permitted. Religious head coverings (hijab, kufi) are allowed with full face visibility.
